Quoting <http://www.openspf.org/Project_Infrastructure#ca>:

There is an "openspf.org" OpenSSL (CA.pl-managed) certification authority
in earbone:/etc/ssl/cas/openspf.org/. The CA's private key is protected
with a passphrase, which is known to me. (Wayne, do you have a PGP key so
I can send you the passphrase?)

The CA has a public signing certificate[1].

Since Scott seems to be the only council member or related person who has a
PGP key (of which I am aware), I sent him the passphrase. Thus, now both
he and I know it.
